Environment Canada and the Department of Indian and Northern Affairs Canada (DIAND) jointly convened a workshop on March 13 and 14, 2006 entitled “Thresholds: From Theory to Practice”. The workshop was intended to increase understanding of how management thresholds can be used to assess, mitigate, and manage cumulative effects in the Northwest Territories. This discussion paper was commissioned to provide a plain language summary of the current state of knowledge on setting and using management thresholds; describe options that exist to develop and apply thresholds in the NWT and provide material that could be used and discussed at the workshop.
